General Order No. 3

General Order No. 3 was a proclamation issued on June 19, 1865, by Union General Gordon Granger in Galveston announcing that all enslaved people in Texas were free in accordance with the Emancipation Proclamation. The order is the historical event most closely associated with the observance of Juneteenth.
